when the minister reach late to delhi IIT  for confrnce with student .He replies the reasion of late  He blame to Delhi cheif minister indirectly  he say "if hell exist on earth ,Delhi . Due to jam on road after rains .

He also i delhi road jam due to heavy rain on that day road has been block for long priod of time and the govment does't take any action.
